Strategic Planning Based on Local Wisdom for Strengthening Cultural Identity and Socio-Economic Progress in Secondary Education

Abstract
This study examined the implementation of strategic planning based on local wisdom as a model for strengthening cultural identity and socio-economic development in a senior high school in Banyuresmi District. The research employed a descriptive qualitative approach. Data were collected through interviews with school stakeholders, participatory observation, and document analysis of school strategic planning instruments, including the strategic plan (Renstra), school activity and budget plan (RKAS), and school curriculum documents (KSP). The findings indicated that the school had integrated local wisdom values from Banyuresmi, particularly the philosophy of Gapura Pancawaluya (Cageur, Bageur, Bener, Pinter, Singer), into its vision, mission, and flagship extracurricular program known as Asgar Singer (barbering). This program provided vocational skill development while simultaneously fostering students’ character, independence, creativity, and social responsibility, as well as preserving local cultural heritage. The study concluded that strategic planning grounded in local wisdom served as an effective approach to achieving the Pancasila Student Profile and strengthening the alignment between local cultural values and national education policies. It also contributed to enhancing community socio-economic progress through school-based empowerment.
